Disable the "change journal" on a volume and you see either one of the error codes: -1 or -3. You can see this error even with the Run as Administrator option on Microsfot Windows.
Symptoms
A typical error message is structured as shown:

The error codes -1 and -3 imply permission related issues due to a group policy inheritance. You may see these errors when an account is a member of a domain or is a local administrator without the correct permissions to disable or reset change journal.
Take the following steps to avoid avoid this issue:
Log out of the current profile on the client node.
Log on using a local administrator account on the node. This account cannot be a user of the local administrator group.
Open the BEX command prompt.
Clear the change journal again. This is typically accomplished with Bexsnapmgr or the syncui utility as instructed by Catalogic Technical Support.
Change journal resets on the volume.
